                <text>The building at 214 South Main Street was know as Coopers Hall. It included the Cooper &amp; Needham Blacksmithing shop (also known as Knudson Hall &amp; Blacksmith Shop) downstairs along with a basketball court and stage up stairs. The court was so narrow that the folks on the one bench on each side had to stand up on the bench to keep their feet off the playing floor. Now the building houses a Machine Shop downstairs and the residence of the Groff Frantz Family upstairs.&#13;

Vivian Needham would later marry Wesley Tegtmeier, move to California, and become a teacher and office manager.  She passed away in 1998 in Los Angeles. &#13;

An unusual feature of this depot is the US Postal Service renting a portion of the depot for the Sugar Grove Post Office from 1943 to 1959.&#13;
&#13;
When Amtrak took over the passenger business, they discontinued passenger trains on this track.  The Sugar Grove depot was removed in the 1970s.  The familiar little red building had had the distinction of being the only depot on the Burlington Railroad to serve as both a train station and U.S. Post Office.&#13;
&#13;
For decades, mail was picked up and dropped off in Sugar Grove by way of the Railway Post Office Car, a common part of the passenger trains at one time. The station master would hang the canvas bag of out-going mail from a "crane", which was a hook on an arm suspended from a post along the tracks. In Sugar Grove, this apparatus was located on the railroad right-of-way adjacent to the Hotel West. The mail handler inside the train car used a hook to grab the bag from the post as the train sped through town. The mail was sorted by mail handlers inside the train car, and later dropped off at the appropriate town.  In-coming mail was simply thrown from the open door of the Railway Post Office Car, and shortly after picked up by the station master. There were only a few times in Sugar Grove when the bag got beneath the wheels of the speeding train, leaving the mail bag and mail in shreds. Amtrak did away with the mail sorters and since have carried only sorted bags of mail to their destinations.&#13;
&#13;
With the U.S. Post Office occupying a portion of the train depot in Sugar Grove, it was always the center of social gathering as the farmers came to town on their noon break to retrieve their mail and were joined by those who lived in the village. In the winter the farmers would gather around the huge pot belly stove in the center of the waiting area and catch up on the news. In warmer weather, they congregated outside the depot. The sound of the telegraph key could always be hear above their voices. It was situated on the desk which occupied the windowed area towards the tracks, and was the only direct means of communication at that time, between the stations and subsequently the train crews. Flags were used periodically to tell a passenger on a passing train about a message that had been forwarded by way of the telegraph.&#13;

                <text>The Sugar Grove Fire Protection District was organized Jun 25, 1942.  The first Fire States was built on land donated by Mrs. Theresa Keck.  This top photo of the Fire Fighters was taken in 1953.  Delmar Krieghbaum was Fire Chief and assistant chiefs were Deverl Hartman, Groff Frantz, and Cecil Runkle.&#13;
&#13;
The Fire Department moved to the north end of Main Street in August 1973.  It was still a volunteer Fire Department with 35 members.  It was run for many years without raising the tax rate.&#13;
&#13;
Today's fire barn was first built with three bays and now has four bays.  It is now on Municipal Drive just south of Route 30 at the west end of town.&#13;
&#13;
Fire Deparment Delmar Krieghbaum is receiving the keys for the new pumper (Ward-LaFrance) from W.R. Keck, President of the Board of Trustees.  It will be on display with the new fire house.  Ken Klomhaus, a trustee and secretary and John Peterson, a trustee, are on the left.  No  years was on this photo.&#13;
&#13;
These ten women were on call during the day when no firemen were in town during the day time.  They came together as the first all woman volunteer Fire Department in Illinois.</text>

                <text>The Bliss House was built in 1838.  In the 1890s, it was moved from the west side of Bliss Road to the east side.  In 1990, it was in the way of a the new Windstone Subdivision.  In March 1997, many volunteers removed the kitchen to prepare for moving the building.  April 1997, the 20th Century siding was removed and exposed the location of a door.  On September 30, 1997, the house was on the move, down Bliss Road and to Main Street.  In October 1997, it was firmly seated on a new foundation.  New windows were installed in March 1998.  Ed Saloga Builders rebuilt the wrap around front porch.</text>

The Village of Sugar Grove, Illinois is located west of Chicago in the rapidly expanding I-88 Corridor. This region continues to exhibit significant growth and demand for new housing construction and, subsequently, for the retail, commercial and recreational development that follows such housing growth. The 2005 Sugar Grove Comprehensive Plan Update identifies three distinct areas for Town Center commercial development. These areas include:&#13;
&#13;
1. The Village’s traditional downtown area along Main Street.&#13;
&#13;
2. The Promenade, a southern extension of the downtown along the west side of Illinois Route 47 immediately south of the existing downtown and Prairie Street.&#13;
&#13;
3. The Special Development District (SDD), a 243 acre area bound by IL. Route 56, IL. Route 47 and Galena Boulevard planned for mixed use development with an entertainment focus. This area is the focus of this Feasibility Study.&#13;
&#13;
As this location map indicates, the SDD has excellent regional access. With this access comes the potential for a mixed use development including retail, entertainment, recreational, and multi-family residential uses. Some preliminary interest has been expressed by the development community.&#13;
To properly assess the potential of this area, its relationship to other areas of Sugar Grove, and the municipal planning and development tools which would be necessary to pursue identified potential, the Village of Sugar Grove has commissioned this feasibility study. The study’s objective is to determine economic feasibility, impact on the surrounding area, potential financial impact on municipal revenues, and the strategic actions required to pursue identified potential uses.</text>
